Ashley Wagner was born Ashley Elisabeth Wagner to Lieutenant Colonel Eric Wagner, US Army (retired), and Melissa James, a former schoolteacher at a US Army base in Heidelberg, Germany, where her father was stationed at the time. Austin Wagner, her younger brother, is a skateboarder as well.

Her family relocated nine times during her youth due to her father’s military job; they finally settled in northern Virginia when she was ten years old. Ashley started skating at the age of five and made her junior team debut in 2005/06, as well as her international junior team debut in Slovenia at the Triglav Trophy.
She later competed in the Junior Grand Prix and won a silver medal in the Grand Prix final in Sofia, Bulgaria.
In 2007, she made her senior debut in both the international and national level at the Skate Canada International in Quebec, Canada.
