Although he was raised in San Antonio, Texas, Kenneth Winston Star was born on July 21, 1946, in the small Texas hamlet of Vernon, which is close to the Oklahoma-Texas border. Starr, a devout man and the son of a Church of Christ preacher, reportedly sold bibles door-to-door to help pay for college.

He obtained his B.A. from George Washington University in 1968, his M.A. from Brown University in 1969, and his Juris Doctor from Duke University in 1973. In 1970, he wed Alice Mendell. Son Randy Starr and daughters Carolyn Doolittle and Cynthia Starr make up the couple’s family of three. Although all three of the children are involved in community service, just like their parents.

Early Career of Ken Starr (Kenneth Winston Starr)

Starr has held a variety of positions over the course of his career. He worked for the government from 1973 to 1974 as a legal clerk to Chief Justice Warren Burger and Fifth Circuit Judge David W. Dyer. He also served as a U.S. Circuit Judge for the District of Columbia Circuit from 1983 to 1989 and as Solicitor General of the United States from 1981 to 1983. (1989–1993).

Starr oversaw the Whitewater controversy inquiry into an Arkansas land sale in 1994. Starr looked into a number of White House incidents throughout the 1990s, such as the suicide of White House counsel Vincent Foster, financial irregularities in the Travel Office operation (also known as Travelgate), and illegal access to FBI security-clearance records (known as Filegate).

The books by Starr, The Starr Report: The Independent Counsel’s Complete Report to the Congress on the Investigation of Bill Clinton (1998) and The Starr Evidence: The Complete Text of the Grand Jury Testimony of President Clinton and Monica Lewinsky (1998), provided compelling evidence to support perjury accusations and revealed obscene details about Clinton’s sexual encounters with Lewinsky.

Starr’s extensive findings revealed that Clinton had lied under oath about having a sexual relationship with Lewinsky and had made attempts to cover up his lies. The information about the semen-stained dress, telephone conversation recordings, and grand jury testimony all came together to reveal this. The U.S. impeached President Clinton in December 1998 as a result of Starr’s evidence. House of Representatives, but in 1999, the Senate found him not guilty.

Starr built a distinguished academic career teaching constitutional law at New York University School of Law, George Mason University School of Law, and Chapman Law School in addition to his involvement with high-profile legal issues. From 2004 to 2010, he served as the Duane and Kelly Roberts Dean and Professor of Law at Pepperdine University, where he taught civil procedure and current constitutional concerns. He published more than 25 books.

Furthermore for his work in the government and in academia, Starr won a plethora of accolades and awards, including the J. The Edmund Randolph Honor for Outstanding Service in the Department of Justice, the Attorney General’s Award for Distinguished Service, the Jefferson Cup award from the FBI, the Reuben Clark Law Society’s 2005 Distinguished Service Award, the 2004 Capital Book Award, and more.

In 2010, Starr was chosen by the Baylor University Board of Regents as the institution’s 14th president in a unanimous vote. Starr was also chosen to serve as Chancellor in 2013. During the brief period he was in office, numerous claims of sexual assault—many of which involved football players—were made by female students.

Baylor University did not file any charges against the suspect, though. Instead, criminal court processes showed that former Baylor defensive end Sam Ukwuachu was guilty of raping a student, and that former Baylor linebacker Tevin Elliot was guilty of two counts of sexual assault of a Baylor student (decided in 2014). (decided in 2015, overturned and granted a new trial in 2017). It was made clear throughout Ukwuachu’s trial that Baylor was aware of the alleged rape of Ukwuachu but had taken no action to punish him.

Shortly after, in May 2016, a report from an independent inquiry was made public, stating that Art Briles, the head football coach, and other university officials were aware of several rapes of Baylor students perpetrated by football players. The report stated specifically:

The decisions made by football staff and athletics leadership, in some cases, posed a risk to campus safety and the integrity of the University, including reports of a sexual assault by multiple football players. Although in some cases, including reports of a sexual assault by multiple football players, athletics and football personnel affirmatively chose not to report sexual violence and dating violence.

Soon after, Starr lost his job as Baylor University’s president. He then resigned as Chancellor.

Professional Career and Death of Ken Starr

Additionally the Ken Starr made a number of statements in the public that nearly seem to exonerate or even absolve former President Clinton of his scandalous actions. In a recent op-ed for The Washington Post, he called for an end to the “wildly inappropriate attacks on the attorney general,” calling them “one of the most outrageous—and profoundly misguided—courses of presidential conduct I have witnessed in five decades in and around the nation’s capital. Although he was also a vocal opponent of Donald Trump.

 

Starr passed away after surgical complications on September 13, 2022 at Baylor St. Luke’s Medical Center in Houston.
